The City of Philadelphia has an internal police directive that requires repossessors of vehicles to immediately take the vehicle to a police district for inspection. However, police directives are not laws, and they do not govern private parties like repossessors. Instead, the law only requires repossessors to “give notice” of a repossession to the police “within 24 hours after the repossession”. Nonetheless, the police are treating the directive as if it was a law such that if repossessors refuse to take the vehicle to a police district, police detain the repossessor for hours, or put the vehicle in their system as stolen, thereby exposing repossessors to frivolous criminal sanctions.
On February 20, 2026, I was illegally stopped and detained by Philadelphia Police for hours because I refused to take a repossessed vehicle to a police district for inspection. I am now suing the City of Philadelphia seeking an injunction prohibiting the City from enforcing the directive against repossessors since it is illegal. I am also suing the City for violating my civil rights by detaining me for hours and without cause on February 20, 2026.
The financial strain of future legal fees may result in suffering operating expenses to continue business.
