Please help our mom

My name is Jody, on behalf of my sister mandy and my brother tony.were trying to get some help for our mom. On Saturday april 6th she was in a car accident. Praise God she wasn't physically hurt. Now, the other ladies insurance Doesn't have to pay anything because the lady was in the process of a medical emergency. I don't what kind it was or anything about her. Of course my mom's first concern was for the other driver, making sure she was ok. As expected, if anyone knows my mom. Now though, because of the other drivers medical situation, her ins isn't going to pay for the repairs, towing towing storage or anything else. It's a state law, see photo, my mom is on ssi and barely scrapes by as it is, if you know how it is for retirees, you know. And unfortunately my siblings and I are not in any position to help her...if anybody has it in their hearts to help us, help her, it would be greatly appreciated.
