HELP RELEASE THOUSANDS OF "BEHAVIOR MODIFICATION" DOCUMENTS FROM THE CIA
After years of fighting, I lost the battle to get these records released without a price tag.
In short, many years ago, The Black Vault became the first place to make available the MKULTRA (CIA's "Mind Control" research program) documents available to the public, online, and for free. Since then, it has risen to be the most popular archive out of the 2,000,000+ pages available on the site.
A researcher by the name Oscar Diggs painstakingly went through the archive's index record, as given to me by the CIA. This list, was supposed to be an index of the tens of thousands of pages released to me on 4 CD-ROMs.
He went through line by line, and compiled a list of missing records. This was back in 2016, and since that time, I have fought to get the CIA to understand the pages were missing. After a 97 page fax proving they were not there, and HOURS of wasted time by Mr. Diggs and myself to show and prove they were not there, the CIA changed their story and said they never intended for those missing records to be on the CD-ROMs released to me that I had paid for, but rather, they were about "behavioral modification" (arguably, the exact same scope of MK-ULTRA's objectives) and therefore were different. So, even though I paid for the CDs already, and they gave me an index originally stating that 100% of those records were on the CD-ROMs, they in fact, were not.
I argued for a full fee waiver, and put up a convincing argument, in my opinion, for thei release. The CIA did not care, denied it, and said I had to pay.
So, as much as I'd love to have the money laying around, I do not, and NEED YOUR HELP. There are 4,358 pages that were missing from those CD-ROMs, and the CIA is charging me $425.80. I have increased this campaign to an even $500 to take care of the fees by GoFundMe, but also prepare that once I write the check, there will be no more hidden charges or surprises, of which, there have been many over the course of these past few years.
IF there is any leftover, 100% of that will be put into other fees accrued by multiple open FOIA requests, some of which, garner fairly high price tags for record releases.

This is proof that the original CIA letter in 2004, printed out only the MORI ID numbers to help me index the CD-ROMs. Apparently, the CIA just "was not clear" and they changed their story in 2017 and 2018 when I continued to waste time and show them documented evidence of what THEY said... not ME.
