Baby Victor was born with a heart defect that would require open heart surgery. The surgery would need to be performed in the USA because the doctors have no means to get it done in his home country. Also, the surgery would need to be performed as soon as possible because his heart cannot support his growing body over time. It will get weaker and weaker.

Time is running out, they have not been able to raise the money necessary to bring him to the USA for the open heart surgery.
