Brother's Home Flooded: Need Your Help

It happened again! The water had receded and he started to clean up and try to salvage some items. He woke up to this today. Two floods in a row like this are rare and wasn't expected. This time it's even higher and is supposed to crest at 15 ft today. His only access to the basement is in the river.

Hello friends, my older brother lives in West Virginia and due to snow melt and major rains, the river flooded the basement level of his home by about 3.5 feet. The water was full of sewage, etc., and ruined his washer and dryer, contractor tools, and many other items that he wasn’t able to remove before the flooding took over.
