Hi, my name is Frank Soto and I am a former teacher for the Gemological Institute of America in San Diego. I moved down to Tijuana, Mexico in October to see if I wanted to retire there. On October 17th I fell down in a club and split my head open and broke my neck. I received 23 stitches in my head and I fractured my C2 vertebrae . I fell backward while walking upstairs and hit the propane outdoor heater with my head. I have been stranded down here alone ever since. I can’t drive, I was working in San Diego to help supplement my Social Security, so I can’t work . I have run out of money, I was receiving state disability, but it is very little and I never know when it is coming. My phone down works sometimes, I can’t call 800 or 866 numbers I can’t use the ATM machines they took $918.00 dollars from me and Bank of America denined my claim, so I lost my money on Nov. 3rd. I have $40 left and no help in sight.
