Hurricane Zeta disaster relief

Our names are David and Mary Lynn Barone. We are elderly and disabled. We live in an rv at Parkers landing rv park in biloxi ms. Hurricane zeta came through the park on October 28th 2020. We had evacuated to my aunts house in Pensacola Fla. We got a call from the rv park that a huge oak tree broke in half and hit the roof and back wall of our rv. It tore big holes in the roof. we were devastated. It is our home. Our only place to live.We are still making payments on it. We have five more years to pay. Then went to work to find a contractor. The contractor we found gave us an estimate that we sent to the insurance company for 6680. We gave the contractor 4000.00 he needed for materials. That was on December 2nd 2020. After that just a few texts from him, then he changed his number. We were advised to file a police report and file charges. We did and are still waiting on that outcome.In the meantime we got another estimate from a reputable rv contractor( more than we thought it would be), 18000.00. We also filed a claim with fema and the sba. We were denied because they said we had received an insurance settlement. We have tried to solve this on our own. We need help .
