Army CIF Gear repay

Im not good with introductions but my name is PFC Tenempaguay, my friends know me as Tobi. I’m 19 and currently enlisted in the army. I joined not for myself but to gain my mother citizenship, otherwise i wouldn’t have ever considered joining. As of recently I was “issued” CIF gear back in basic but never got it. Now the army wants to charge me for stuff I was never handed, and I’m sure other military folk have gone through the same cause it’s CIF like come on. I’m not good with asking for help but if I don’t pay then back, I’ll have to pay out of my pocket and as a lower enlisted we dont make that much money plus I pay for my mothers bills and my dogs medical bills. It isn’t easy for Latino families in this day and age but we make it work. I’m only ask for a small amount, any amount would be greatly appreciated.
