Pensions are established at the beginning of employment and are an agreement that after many years of salary contributions, hard work, dedication and lower pay, the employed will receive fair compensation extending throughout their retirement years.
Many JRS Tier 2R employees have forgone significant financially lucrative positions and social security benefits in reliance on their pension agreements.
The Illinois legislature passed sweeping changes to the pension system that took effect in January of 2011 creating a Tier 2 status, potentially denying Tier 2 members their previously earned Tier 1 pension rights. It is argued that this is unconstitutional. Judge Patricia Kievlan Keeley, a Tier 2 member (Retirement 6/2023) has decided to file suit to challenge Tier 2’s constitutionality.
