Deaf Human Rights in times of Crisis and Disasters

The World Federation of the Deaf is an international non-profit and non-governmental organisation of deaf associations from 136 countries. representing the deaf people worldwide.

There has been an increasing number of humanitarian crises cases around the world, both man-made and natural. Deaf people in the midst of these crisis situations have repeatedly reported to us that they do not have access to basic humanitarian aid due to lack of access to information about where to go or how to respond. The World Federation of the Deaf and member organisations in affected countries, are able to communicate quickly with deaf people in affected areas and support them where needed.

Depriving the rights of deaf people in times of Crisis and Disasters

  • Limited Information Access in Sign Language
Deaf individuals lack crucial information during disasters due to a lack of sign language interpretation, increasing vulnerability.
  • Exclusion from Health Care and Basic Needs
Deaf people face barriers in accessing timely health care information and necessities during emergencies.
  • Communication Challenges for Deaf Children
Deaf children in non-signing environments struggle with communication during emergencies, impacting their safety and well-being.
Deaf individuals may be denied sign language education, hindering their understanding and response to disaster-related information.
  • Absence of Sign Language Information in Shelters
Shelters and displacement centers often lack sign language information, making it difficult for deaf individuals to access resources,
Lack of sign language support in Protection from Sexual Exploitation and Abuse (PSEA) campaigns leaves deaf individuals vulnerable,
Deaf individuals may be excluded from safe spaces and aid programming during humanitarian emergencies, necessitating inclusive communication strategies.



The WFD works with its members, the national deaf associations, who are faced with crisis and emergency situations. Currently, our work focuses on several actions:
  • supporting deaf people in Gaza in cooperation with the Palestinian Federation of the Deaf and several organisations (UNRWA, Unicef, World Food Programme, Falaah Projects and Gift of the Givers, ...).
  • building a training course with the National Federation of the Deaf in Morocco to prepare deaf communities to respond to potential disasters and humanitarian emergencies in the future.
  • Supporting deaf people in Haiti who are victims of serious discrimination.




How will your donation be used?
  • Financing the work of a Disaster Risk Reductions Officer
This role will provide a person dedicated to supporting our members, and coordinating support with the various organisations (UN, NGOs, etc.).
  • Financing training upstream
Prepare deaf communities to respond to disasters and humanitarian emergencies through training courses for our members.
  • Financing the expenses
Support the needs of our members by providing sign language interpreters, translation of informative videos into their national sign language, and production of torch lights, batteries, or order supplies that facilitate access to information and communication.
