Peru ranks last in international survey of student progress

Peru was ranked last in the PISA survey of 65 countries and regions in terms of student achievement in reading, math, and science.
My goal is to change the educational system of Peru by changing the language to English, except for Peruvian History and traditional languages, either Spanish or Quechua.
We need funding for a national pilot program with a Natural Language System within the public educational structure.
This program will be at no cost or little to no cost for anyone who qualifies for the program without discriminating their gender, economic class, ethnicity, or religion.
