Bring a Stolen Dog Home: Legal Help Needed

My beloved dog went missing, and after months of searching, I discovered something heartbreaking: he had been taken to Emancipet, where someone falsely claimed him as their own. Instead of verifying ownership or contacting me (despite his microchip being linked to my file), Emancipet transferred ownership to this person without ever informing me.

When I called Emancipet after he first went missing, I was misled and told that my dog had been “surrendered and adopted out” — only to later learn this wasn’t true. They simply assumed this other person was his rightful owner. Now, they refuse to give me any further information about who has him, even though he is still reported missing.
