Diabetic Service Dog for my 4yr old T1D

Lucas is 4yrs old. He was diagnosed at the age of 2 with Type 1 Diabetes with a blood sugar of 1200. It is only by the grace of God that he never fell into a Coma. My oldest daughter, who is 18yrs old, also has Diabetes. It has been a world wind of ups and downs with this illness. I guess that is par for the course though. Because of his age, he also has Hypoglycemnic Unawareness Syndrome, which means his body will not "signal" when his sugars are too low or too high. It makes it real difficult at times to then control the diabetes at these times. A service dog is such a huge assest to someone with Diabetes. I have called Tricare and the ECHO program and have been told they are NOT a covered benefit because Diabetes is not a life threatening illness. I shall bed to differ. Especially since my son is only 4yrs old and has Hypoglycemic Unawareness Syndrome. I have emailed and called local restaurants to see if I can do fundraisers for yhim only to be turned away because I am not an "organization". I am running into major road blocks and I have a very hard time asking for help, but at times like this I feel like I have no choice but to ask. My husband is active duty military and we just simply cannot afford what it costs to get this dog. Any and all help is always appreciated.
