Trying to keep food & Dogs

I managed to pay the elec bill by overdrawing my acount. Now I am -800 in the bank, and getting hit with sustained overdraw fees.
The neighbors who pulled down the fence called German Shepperd Rescue and claimed the male got out and bit someone.
