HELP Brian get Home

My friend Brian is a car accident survivor of 38 years. Unfortunately, the accident left him paralyzed from the neck down when he was 18. Brian relies on 24/7 home care for all of his daily needs. These care needs are normally paid for by Auto No-Fault car insurance. Unfortunately, the new Auto No-Fault reforms that took effect July 2nd slashed his home care reimbursement by 45% and has affected Brian's home care negatively enough that he was forced out of his own home and into a nursing home care facility. Brian is not receiving the proper care he needs. He has since got an infection and his house flooded during the storms.  His house will need restoration while he is in the hospital recovering. Although Brian is still in the hospital, he is doing much better. When he is well enough to leave the hospital he will need some financial assistance to get his normal trained caregivers back so he can go home and get back to work at his job that he took time off for medical leave , Brian has always been a productive citizen and would love to continue doing so.
