Help A single mother and her kids

A very good friend of mine is in need of some help asap! Long story short, 2 months ago, she left a very unhealthy marriage after it had deteriorated partly due to unknown drug addictions that resulted in a volatile environment for her and her 3 children. She finally got the strength to leave, and has been working to start a new life for her and her children. She got a new job to be able to better provide for them, and started apartment hunting, while she was staying with another friend saving money. She has been working her tail off to try to save money for a first months rent and deposit, shes so close! She then finally got the call, she was approved for a place. But when she contacted consumers to schedule them to turn it on in her new place for her move in date, they informed her that her ex had ran up the bill that was in her name significantly before they finally had to shut it off, and that they would need a $1,800 payment before they would turn it on in her new apartment. Now she's only some short for the deposit required, and the amount needed for the Consumers. She has tried everything she's been told, from attempting to get help through DHS and different programs to help with this bill, but has for some reason been denied because they do not consider it an "emergency". She does not want to have to give up this apartment she was finally approved for due to not being able to get the consumers turned on. I do not want her to get discouraged due to this hump in the road, so any help that can be given would be SO appreciated! She's a hard worker, and a dedicated mother. Lets pull together and help her start off her new year with a fresh start for her and her kiddos with one less stress!
