Puppy Surgery for Rootbeer

My name is Meaghan, I am a teacher on summer break. While babysitting today I found an 8-month-old puppy that was hit by a car, left with two broken hips. He urgently needs surgery.
While I was babysitting today I took the kids to lunch and heard a puppy crying painfully. I found him on the side of the road, laying there for hours in pain, no one stopped to pick him up. (I was told by the construction workers who moved him out of the street after being hit, that the driver didn't even stop, they called the city to try and help but the city never came.)
The children had such big hearts, offering me their allowances to pay to "fix" him. I paid for everything I could afford on a teacher's salary. I could only afford the exam, x-rays, some pain medication, and one night's stay in the clinic. He has two broken hips, about 8 months old, and surgery as of now is estimated between $4,000-5,000 and needs to take place within the next 48 hours.
The kids named him Rootbeer because, at the time when we found him, they were having a root beer. I am doing all I can to research help and low-cost clinics that perform surgery. He could use all the help he can get, his time is limited.
