Clean Oceans World Wide

To stop global warming in an accelorated pace by providing for more substantial means of removal.
Beginning with the Pacific Ocean and setting sights on all oceans world wide by building a large diameter pipe boom from 10 to 100 miles long by requiring that all future cross country fuel pipe lines are to include 1% additional (material) in the form of large diameter double coated pipe.
I am currently going to see my local Congresswoman to propose a bill.
In doing so I will need to secure a location to set the pipe and the means to prepare it for use.
I need to get started on this as soon as possible as many things have been set in motion and I need to secure a location and prepare a number of items to be ready to assemble the skimmer boom as quickly as possible.
Additionally I need to set up a meeting with the Chief of Naval operations to make arrangements for ships and crews.
I firmly believe that cleaning the oceans will take an agressive stance towards reducing Global Warming and making the fish population more viable.
This is the first of a number of steps that I am taking to reduce global warming and other goals as well.
This is the culmination of a life long dream and endevor that I would like to share with the world.
