SCAN-Harbor serves three of New York City’s most impoverished communities: Harlem, East Harlem and the South Bronx. South Bronx communities of Morrisania, Highbridge and Mott Haven have been characterized by the Citizens Committee for Children as the very highest risk communities for youth in New York City. The children and families in these communities face overwhelming odds. Deeply entrenched problems — from poor education and unemployment to domestic violence and substance abuse — often lead to a strong sense of hopelessness.
