HRO Council Refugee Aid Assessment - Polish Border
The High Reliability Organization Council (HROC) is assisted one of its long-time, Military Veteran advisory board members who volunteered to go on an intensive mission to the Polish border to assess the situation for initial and follow-on humanitarian aid from our charitable NGO. Our adviser was to spend eight days at the border crossing and bring two solar generators for use and subsequent donation (he brought 12 solar panels and 4 generators, but fronted the costs for those, and these will go into a separate, Ukraine-dedicated GoFundMe and into a webpage on our own website to cover costs, since this will most certainly be an ongoing need given the electric power issues in Ukraine).
Costs for this Polish / Ukrainian mission assessment’s travel and lodging costs and the other smaller items delivered have now been itemized, and the sum only $1880 (less than the originally estimated $4500 and other fees that totaled over $4,600 before). The members of our task force here in the U.S. that are assigned to the crisis are volunteering their time, but we still seek support for the delivery-related and supplies expenses for the mission so that we can now fundraise for the solar panels and also new missions expected from this trip, primarily into Ukraine itself now. Below is the timeline and progress made in helping the Ukrainian refugees in Poland and evacuees in Ukraine, as well as the itemized costs for this mission and the mission’s background.

The background and purpose of this particular mission are to provide humanitarian assistance now and in the future. The immediate need we have identified for quality of life is that, given the loss of Russian gas for Poland, there may be greater use of electric heating in Poland. Thus, certain areas that have overload conditions on the power grid may face brownout or blackout conditions.
If this happens at the refugee camps, this can deprive volunteers and refugees of information and of the ability to stay in contact with loved ones as they will not be able to charge their phones. Phones are even being used to help entertain children and at least offer some distraction from their plight.
However, more importantly, the mission will include reconnaissance, fact-finding, determining logistics capabilities, and finally delivery and distribution efforts for what we are discovering is needed by refugees in Poland, and those Ukrainians wanting to return to Ukraine, since many can’t bear being away from their language, culture, and embattled homeland. Even though we, like others, are not recommending people return back to Ukraine, a significant portion is still insisting. Therefore, before they would go back, we believe it is critical they be as prepared as possible to reliably follow health and safety checklists, in a nation where supplies are depleted and scarce, and infrastructure seriously damaged. Our goal is thus to also enable them to understand how to use more abundant raw materials (some of which, we plan to help get into their hands) at various locations, in effect creating mobile "kits" that can help them harness these checklists and mobile resources, wherever they may go.
These discoveries are in consultation with HROC's new Ukrainian team members, from whom we are receiving information about conditions on the ground in Ukraine, both to and from the Polish border, as well as the rumor mill, associated threats, and the corresponding needs within the besieged nation.
This will include an emphasis on reducing infections, both respiratory (given Covid as well as other conditions arising from particulates in the air such as concrete dust) and wound infections which are leading to a need for amputations once refugees arrive at camps, as well as the risk of septic shock and preventable deaths if either type of infections reaches an advanced stage. This will also be examined in detail when our mission arrives, including the best way to have preventive / life-saving antibiotics reach crucial destinations in both the refugee camps and also within Ukraine, and the infrastructure needed to deliver them properly, in order to reduce these identified infections.
