Bring my cat back to Hawaii

I am attempting to bring my beloved cat, Sibeal, back to Hawaii with me, as I am very ill and cannot spend another winter here in Upstate New York. Hawaii has a bunch of regulations about bringing animals into the state, as there are diseases that don't exist there, such as rabies. I recently discovered that her first vaccine is expired and she needs two vaccines to enter the direct release program. Quarantine would cost me at least $1000, if she doesn't get both. She only had one shot and it's expired, which invalidates the shot for Hawaii. There are a bunch of other steps, such as blood tests and microchip, to be done in a certain order. Also, there are processing fees to pay to state of Hawaii. I am disabled on a fixed income and some of these things I will have a difficult time affording.
My baby means so much to me. Sibeal is my one constant in my life, my emotional support, and it would break my heart to leave her behind. If anyone can help, I would be so grateful. You would be helping keep a family together.
