R.A.I.L. – Residents Affected by Intermodal Lines (est. 2001) is opposed to CN’s proposed intermodal terminal, now rebranded as ...a “Logistics Hub” by CN.

CN announced their original proposal to build an intermodal terminal in 2001. As a result, the group Residents Affected by Intermodal Lines (RAIL) was founded. In 2008, CN said they no longer planned to build the Intermodal facility. CN again changed its mind in 2015 and announced plans to build an intermodal terminal now rebranded a Logistics Hub.

We are not opposed to the use of intermodal transportation. We recognize intermodal transportation's role in our society. However, it should comply with local zoning regulations and adhere to the Official Plans of both the Town of Milton and Halton Region. MORE THAN FIVE MILLION TAXPAYERS' DOLLARS were spent to develop the Official Plans for both the Town of Milton and Halton Region - a plan to organize and provide citizens with the very best place to “Live, Work, Play!”.

It's an indisputable fact that an intermodal terminal brings with it a tremendous volume of truck traffic; it simply does not work without it!

In the Halton Official Plan, the land around the proposed CN site is for residential development and future employment land. It is for people to live and work, not an intermodal terminal bringing thousands of trucks, noise, light trespass, environmental impacts, as well as safety and security issues!

We believe an intermodal terminal should be located immediately adjacent to a major highway on land already zoned for industrial use. This would permit businesses suitable to this particular industry, to be built to support and complement this type of development. – This proposed facility should NOT be adjacent to residents or near a hospital.

An intermodal terminal is a Class III Industrial facility; known to emit the highest levels of noise, around the clock light, dust and hazardous particulates.

The Brampton terminal is 200 acres and at this time takes 2000+ trucks a day. CN recently stated that the numbers have since increased 68%. This proposed intermodal terminal is to be 400 acres. CN states 1500+ trucks a day. Simple math will give us a different number. The facility will operate 24 hours a day, 365 days a year.

* 1500 trucks lined up is more than 29 km

* 1500 trucks could weigh more than 99,000,000 lbs.

Imagine the daily impact that will have on our local roads. CN is not responsible for infrastructure development or repairs. This responsibility is left with the local taxpayers.

* There are environmental concerns, including noise, dust, diesel fumes and possible spills from accidents.

* There are concerns for safety on our roads for pedestrians, cyclists and automobiles.

* Future tax revenue generated from this proposed development does not compare favourably to the local communities. The revenue generated with the development of Business Employment land as in the Town and Region's Official Plans would be much higher and therefore better for our local towns and, therefore, us as tax payers.

* The increase in truck traffic will Impact on tourism.
