Help Bandit get his life saving surgery

Bandit is a 8 week old Teacup Chihuahua puppy that is perfect in every way except for a birth defect that will eventually kill him. This birth defect can be corrected if he has surgery as soon as possible. He is such a little fighter and wants to live.
He has a band wrapped around his esophagus that will not grow with him therefore it will eventually starve him and suffocate him.
His human parents are doing everything they can to keep him strong but they are working against the clock.
They are on a fixed income and have already spent their savings for the tests to find out this little guy can be saved.
This little guy deserves a chance in life. Any help is appreciated.
