Help Us Adopt This Poor Cat

Everyone this is Riddick (Or Dean once we adopt him)
I am in need of a companion animal and we can't afford to pay for him. He is the perfect fit and he has had a bad history with being adopted out. Bad things happened to him in his other adopted homes. He is a sweet boy and he even came over to nip at my nose and lick me when I began to breakdown at the pound.
Now there is a chance I won't be able to get a letter and then I will have to pay $300 pet fee of the apartment. I can't afford this and I can't stand the idea of him being taken to another family that might not care for him. I cried simply thinking of having to leave him.
What we need and why:
$60 for adoption fee
$40 for food, toys
$300 In case we don't get the letter for the pet fee
Please help. It's a matter of health for both the cat and my own mental health.
