On Jan. 12, 2025, Route 24 Alliance filed an appeal for judicial review in the Superior Court requesting that the rezoning of Belle Mead farm be reversed. Judy Rose Seibert is raising funds for Route 24 Alliance, Inc. to help fund this court appeal! The Alliance is a 501(c)4, and GoFundMe will only work for 501(c)'s or a personal account. The horse farm was zoned AR-1. On Dec. 16, 2025, the County Council voted 3-2 in favor of rezoning the farm into Sussex County's first C-4 Planned Commercial District. This district would add 344 apartments and 72,000 sq ft of commercial space. The estimated increase in traffic is 6,800 vehicle trips/day on Route 24, a 37% increase in traffic. The farm is located 1 mile east of Love Creek.

The two-lane portions of Route 24 are already at capacity, and the road changes from 4 lanes to 2 lanes going westbound to Love Creek right in front of the farm. There are frequent 1-2 mile backups during evening weekday rush hour, and backups eastbound in the morning rush hour. Currently, DelDOT has no set construction date to further dualize Route 24 or the bridge, but has listed "Project Development" for the dualization in 2029. DelDOT has stipulated that the Belle Mead developer dualize Route 24 along the remainder of the frontage of the property—about 1/10 mile! Dualizing this short stretch of Rt 24 will be a traffic nightmare!

To be transparent, Route 24 Alliance, Inc was just incorporated in October 2025 and filed for our 501(c)4 status on 11/13/25; we have filed our 990-N for 2025 with the IRS. However, the IRS latest data posting for 990-N's is December 29, 2025. Thus, you cannot yet search for the Alliance on the IRS website. Our attorney's have told us the appeal will cost $50,000 or less. As of 2/18/26 we have received $8,081 in donations and $20,000 in pledges for the appeal, thus we need approximately $21,919 in additional donations.
