Julio, Agnes, Eunice and their families are beloved, long term neighbors who are being evicted by Judge Cherisse Heidi A. Cleofe without the right to a fair trial after living in their homes and raising their families there for over 30 years. For the last five years, these families have organized as the North Occidental Tenants Association with the Los Angeles Tenants Union, and their home has become a center for tenant organizing and mutual aid during times of crisis for our city.

Background: In 2021, their landlord of many decades sold the property to Farid Muhammad. As soon as the property was sold, the new landlord and his agent began harassing tenants into accepting cash for keys offers to self-evict. Muhammad issued a series of aggressive 24 hour notices, neglected repairs, refused rent, and repeatedly sent his agent to harass the tenants. Tenants were repeatedly told if they did not accept these offers, the landlord would employ the Ellis Act to evict everyone. The Ellis Act is a California state law that allows landlords to evict tenants in rent protected apartments through no fault of the tenants. Landlords use this law in bad faith to displace long term tenants and increase their profit. The Ellis Act has been excessively used with no oversight and has propelled displacement and gentrification in Silver Lake and the surrounding neighborhoods for decades.

Since 2021, Muhammad has filed three Ellis Act evictions in bad faith against all units on the property, with the most recent case beginning this June. During this time, the North Occidental tenants have been vocal advocates against the Ellis Act, urging the LA Housing Department to enforce the law’s “good faith” requirements for landlords. Without this enforcement, the Ellis Act is used to circumvent protections provided by the city’s Rent Stabilization Ordinance and used to displace long term tenants.

In early September 2026, all tenants were notified that despite evidence presented of their landlord operating in bad faith and violating multiple TAHO and LARSO regulations, Judge Cherisse Heidi A. Cleofe ruled to evict the tenants, denying the families their right to a trial with a jury of their peers. As these two families continue to fight to overturn the judge's decision in court and demand their right to a trial, they are simultaneously awaiting a sheriff's notice to vacate that can arrive any day. Not only are these two long-time Silverlake families left without a home, but the ruling will also evict the community from this critical organizing space. Including the weekly food distribution founded in June 2025 for LATU members struggling to meet their basic needs during the ICE raids.

Antecedentes: En el 2021, el propietario, quien había sido su arrendador durante muchas décadas, vendió las unidades de Occidental a Farid Muhammad.
