Uninsured car accident victim in DR

My sister needs an emergency surgery because of an automobile accident that also took the lives of her husband and unborn baby.  She is suffering from multipltiple broken bones including her pelvis and ribs. She is without any medical insurance and the hospital refuses to operate unless a large deposit is made in advance.  She needs her right hip replaced. The hospital is threatening to discharge her for lack of funds. This happened in Santo Domingo on October 5th 2017  in The Dominican Republic.  All help is apperciated. Thank you.
