Help rebuild home due to neighbor negligence

My name is Austin. Earlier this week, while my upstairs neighbors were on vacation, they had a pipe freeze and burst. At 3 AM I was woken up by a waterfall falling onto me in my bed. When I got up my feet hit the floor and were covered in water. I was forced to cut the power, call emergency services, and wait to get their water turned off. Water continued to come out of my ceiling and ductwork for the next 8 hours.

When the emergency maintenance person from my condo association went upstairs the heat was turned off in their unit and 2 of their windows were left open. I’m now living in a hotel and expenses are piling up. I do have insurance but the level of damage exceeds my limits. The HOA’s master policy is dragging their feet and the upstairs people’s landlord will not provide his insurance information. (He rents out his unit to tenants and I own, and live in, my unit).

As a side note this is the second time this has happened in the last 3 months with these people. The first one destroyed my HVAC system that I just replaced (under my insurance since they refuse to provide theirs).

Any money donated will be to help me get some clothes, cover costs, replace items above and beyond my policy limits, and possibly hire an attorney (depending on how much is raised).

I never expected to ever have to do something like this but if you can find it in your heart to help I will be forever grateful. You never expect to go to bed and wake up with a catastrophe of this magnitude and I’m still trying to process this. Any advice as well would be appreciated if you have ever gone through something like this.
