Pepco bill help

I feel incredibly dumb :/ I live in low Income housing and I was under the idea that they were covering my electric bill. Turns out they weren't and it just hadent been paid in a year and a half I'm currently making a go fund me but they won't turn it back on until I make a payment of 1800 which is way more than I can make if anyone can help or share this with the Info id greatly appreciate it
