Moving to an accessible home

My mom and I are DESPERATE to move back to California because mom is completely homebound due to mom being on oxygen 24/7 and in an Electric Wheelchair due to bad hips and bad knees. We currently live in an upstairs apt which is not handicapped accessible because our building doesn't have an elevator. Also mom cannot have surgery due to breathing issues.
