Moving Forward From the Flood

Due to Hurricane Irma and lack of appropriate construction from the county on their retention pond, the retention pond overflowed into my home, also backing up the septic into my home, and remains in my home (as well as covering most of my property still). We cannot qualify to move into a new home until this one is paid off, and insurance is not interested in covering what they said I was covered for. This leaves my 4-year-old and I in a terrible predicament--without a home, losing almost all of her toys, and needing to replace all the furniture, electronics, appliances, etc. that we're all damaged by the toxic water. Our home is now condemned and can no longer be entered, but must still get paid for for us to move forward in our lives. Any help would be so greatly appreciated.
