My dear friend Lisa's house was hit hard by hurricane Harvey.  Her home had historically not been in the flood zone, but this time was the heartbreaking exception.  

She had to leave her home with her 10 year old twins at 4am as the water started filling up their one level home.  It was too late to leave with the car, which along with her little home, was ruined.

Fema has offered her a minamal amount that had covered drywall, insulation, some labour and basic appliances.  

Lisa is one of the most resourceful people I know.  She has sourced paint, flooring and tile all to be donated.  But is still in a bind financially.  She has had friends and family help, and continue to help.  She has gone back to fema for more funding, and was turned down, being told her home with concrete floors in the bedrooms, and her kitchen sink being held up with plywood is livable and safe.  

She is a very proud person, and would never ask for money.  I have sent her beds/bedding for the house, but still she needs funds for furniture, kitchen/bathroom cabinets/counters, doors/windows, labour to install everything.  

She thinks $10k would help.  I think she is being modest and proud, and not wanting to ask.  She has been between friends homes and the holiday inn for going on 4 months now.  She and her kids are desperate to get back into their house.  In these situations, everything little bit helps.
