One of the best kept secrets in Bangladesh is the incident of regular, systematic and institutional child abuses that take place inside Qawmi Madrasas. Qawmi Madrasas are same-sex, residential Islamic places of learning that follow the Deobandi scholastic tradition popular in the Indian Subcontinent. We have unearthed harrowing tales of boys and some girls being raped, physically tortured and emotionally blackmailed. Many of them are done by teachers and guardians of dormitories, but a greater number of boy on boy rapes in the form of sodomy are conducted by older students onto younger ones.
It has been an uphill struggle to raise awareness in the wider society in Bangladesh regarding this epidemic. First of all, Islamic clerics tend to deny any form of epidemic and brush away such stories as isolated incidents. When perpetrators are caught, they are simply transferred to other institutions. Local police are hesitant to take on cases if any parent dares to bring the matter to them. Laws regarding punishment of such criminals are still vague to many and prosecution hardly sees completion. Moreover, many rural parents send their children to these Madrasas to become Hafez (someone who has memorized the whole Quran). It is believed that that is how the keys to heaven for the whole family can be found. While many parents are aware of the physical torture that is meted out to their children, which are condoned, most are unaware of their children getting raped and most never believe such allegations.
The middle and upper classes in Bangladesh are generally unaware of this epidemic. Most tend to believe the narrative of these cases being isolated incidents. Most don’t wish to speak up against them for fear of either offending Islam or becoming known in society as anti-Islamic. Moreover, many politicians, business people, members of the civil society, teachers of general education etc. knowingly or unknowingly patronize Madrasas to establish their Islamic credentials, atone for ill-gotten wealth, hide their various forms of criminality or simply use the products of Madrasas for their social and political gains. Majority of boys in these residential Madrasas are orphans who have no one to speak to when they are sodomized or physically assaulted. Thus, we rarely hear about the crimes committed against them.
Saiful Baten Tito, a writer and media professional in Bangladesh has recently written a novel called Bishfõra after researching many news items as reported by online and printed newspapers in Bangladesh. He followed up with police officers approached regarding the reported cases, went in disguise to many of the Madrasas and confidentially interviewed many students and teachers, in addition to speaking to local human rights organisations and legal institutions. The current government of Bangladesh has banned the publication and distribution of the book in order to preserve social harmony. A PDF of the book in the Bangla language can be found here. The novel mentioned above cannot be used for accurate research and legal proceedings since many names and places of incidents have been changed to make the novel to appear fictional. Most readers familiar to the epidemic (which include both Madrasa students and some socially aware people) have agreed that the book reflects the real picture. We have however decided to take matters to the next level and publish a full volume of all incidents that have taken place or will take place between January 1, 2016 to December 31, 2020. This will involve searching for all reported incidents online and in print, and where necessary investigating further by contacting the police, working with organisations dedicated to the rights of children, contacting various legal organisations, speaking to the victims where possible and talking to parents. It should be mentioned that these were the techniques used for researching prior to writing the book.
The completed volume will contain monthly and yearly reports with accurate data, similar to the web version of the report for October 2020. Please find the English version published here and the Bangla version here. The PDF version of the entire volume will contain actual web links of the news items published over the period. The paper version will contain the name of the newspaper and date and headline of the relevant article.
Saiful will have to sacrifice his personal and professional life for this cause as he has already done for the book. He is located in a remote and secure part of Bangladesh with internet connection and a laptop, and will be conducting the research and documentation with the help of some like-minded people. বাংলাদেশের একজন লেখক ও গণমাধ্যম কর্মী, সাইফুল বাতেন টিটো, বাংলাদেশের নেট ভিত্তিক এবং ছাপানো পত্রিকায় আসা বহু সংবাদের সূত্র গবেষণা করে সম্প্রতি বিষফোঁড়া নামক একটি উপন্যাস লিখেছেন। তিনি সংশ্লিষ্ট ঘটনা সম্বন্ধে অবগত পুলিশ কর্মচারীদের সাথে যোগাযোগ করেছেন, সেই মাদ্রাসাগুলোতে ছদ্মবেশে হাজির হয়েছেন এবং গোপনীয়তা রক্ষা করে অনেক ছাত্র এবং শিক্ষকদের সাক্ষাৎকার নিয়েছেন। সাথে কথা বলেছেন স্থানীয় মানবাধিকার এবং আইনি সংস্থাগুলোর সাথে। বাংলাদেশের বর্তমান সরকার সামাজিক সঙ্গতি বজায় রাখার অজুহাতে বইটির প্রকাশনা এবং বিতরণ নিষিদ্ধ করেছে। বইটির পিডিএফ এখানে পাবেন। বইটিতে "লেখকের কথা" শাখাটি পড়লে আমরা এখানে কোন পরিস্থিতিটার সাথে নিয়জিত আছি তার একটা পুরা চিত্র অনুধাবন করতে পারবেন।

বাংলাদেশে সবচেয়ে সফলভাবে গোপন করে রাখা একটি বিষয় হচ্ছে কওমি মাদ্রাসায় ঘটে যাওয়া নিয়মিত, নিয়মমাফিক এবং প্রাতিষ্ঠানিক শিশু নির্যাতনের ঘটনাগুলো। কওমি মাদ্রাসাগুলো হলো সমলিঙ্গের আবাসিক ইসলামি অধ্যয়ন কেন্দ্র যেগুলো ভারত উপমহাদেশে জনপ্রিয় দেওবন্দী পাঠশাস্ত্র অনুসরণ করে। আমরা বালক ও কিছু বালিকা ধর্ষণের, শারীরিক নির্যাতনের এবং মানসিক জিম্মির মর্মভেদী কাহিনী উন্মোচন করেছি। এগুলোর অনেকগুলোই শিক্ষক এবং ছাত্রাবাসের রক্ষকদের দ্বারা ঘটিত হয়, তবে অধিকাংশ ছেলে-ছেলে ধর্ষণ সংঘটিত হয় বড় ছাত্র ছোট ছাত্রদেরকে বলাৎকারের মাধ্যমে।
বাংলাদেশের বৃহত্তর সমাজে এই মহামারিটা নিয়ে সচেতনতা বৃদ্ধি করা একটি কষ্টসাধ্য সংগ্রামে পরিণত হয়েছে। প্রথমত, আলেম সমাজ কোনো রকম মহামারি অস্বীকার করার চেষ্টা করে এবং এই গল্পগুলোকে বিচ্ছিন্ন ঘটনা বলে উড়িয়ে দেয়। যখন অপরাধীরা ধরা পড়ে, তখন তাদেরকে কেবল অন্য প্রতিষ্ঠানগুলোতে স্থানান্তর করে দেয়া হয়। স্থানীয় পুলিশ মামলা গ্রহণ করতে ইতস্তত বোধ করে যদি কোনো অভিভাবক তাদের কাছে অগ্রসর হতে সাহস দেখায়। এই কুকর্মকারীদের শাস্তি সংক্রান্ত আইন সবার কাছে পরিষ্কার নয় এবং মামলার খুব কমই সমাপ্তি হয়। উপরন্তু, গ্রামাঞ্চলের বহু অভিভাবকরা তাদের বাচ্চাদেরকে হাফেজ (পুরা কোরআন মুখস্ত করেছে যে) বানানোর জন্য মাদ্রাসায় পাঠায়। এটা বিশ্বাস করা হয় যে পুরো পরিবার বেহেস্তে যাওয়ার চাবি সেইভাবেই পাওয়া যায়। যদিও বা প্রচুর বাবা-মা তাদের সন্তানদের উপর আরোপিত শারীরিক নির্যাতন সম্পর্কে অবহিত এবং সেই ব্যাপারে সন্মতিসূচক মনোভাবাপন্ন, অধিকাংশরাই অবহিত নন যে তাদের সন্তানরা ধর্ষিত হচ্ছে এবং তারা এই অভিযোগগুলো মানতে অপারগ।
বাংলাদেশের মধ্যবিত্ত ও উচ্চবিত্তরা সাধারণত এই মহামারি সম্বন্ধে অবগত নন। অধিকাংশরাই এই ঘটনাগুলো বিচ্ছিন্ন হওয়ার আখ্যায়িকায় বিশ্বাসী। ইসলাম ধর্মের অবমাননা হওয়ার ভয়ে অথবা সমাজে ইসলাম বিদ্বেষী হিসেবে পরিচিত হয়ে যাওয়ার ভয়ে এরা কেউই এগুলোর বিরুদ্ধে মুখ খুলতে নারাজ। উপরন্তু, বহু রাজনীতিবিদ, বণিক শ্রেণির মানুষ, সুশীল সমাজের ব্যক্তিবর্গ, সাধারণ শিক্ষার শিক্ষকগণ ইত্যাদি প্রত্যক্ষ বা পরোক্ষভাবে মাদ্রাসাগুলো পৃষ্ঠপোষকতা করে তাদের ইসলামি চরিত্র স্থাপন করার জন্য, কালো টাকা আয়ের প্রায়শ্চিত্ত করার জন্য, তাদের বিভিন্ন অপরাধ ঢাকার জন্য অথবা শুধু মাদ্রাসা থেকে বের হওয়া সৃষ্টবস্তুগুলোকে তাদের সামাজিক এবং রাজনৈতিক উদ্দেশ্যে ব্যবহার করার জন্য। এই আবাসিক মাদ্রাসায় পড়ুয়া অধিকাংশ ছেলেরাই এতিম – তাদেরকে বলাৎকার করা হলে বা তাদের উপর শারীরিক আক্রমণ করা হলে কাওকে যে বলতে পারবে, তাদের এমন কেউ নেই। অতএব, আমরা তাদের বিরুদ্ধে ঘটা অপরাধগুলোর সম্বন্ধে কদাচিৎ শুনতে পাই।
বাংলাদেশের একজন লেখক ও গণমাধ্যম কর্মী, সাইফুল বাতেন টিটো, বাংলাদেশের নেট ভিত্তিক এবং ছাপানো পত্রিকায় আসা বহু সংবাদের সূত্র গবেষণা করে সম্প্রতি বিষফোঁড়া নামক একটি উপন্যাস লিখেছেন। তিনি সংশ্লিষ্ট ঘটনা সম্বন্ধে অবগত পুলিশ কর্মচারীদের সাথে যোগাযোগ করেছেন, সেই মাদ্রাসাগুলোতে ছদ্মবেশে হাজির হয়েছেন এবং গোপনীয়তা রক্ষা করে অনেক ছাত্র এবং শিক্ষকদের সাক্ষাৎকার নিয়েছেন। সাথে কথা বলেছেন স্থানীয় মানবাধিকার এবং আইনি সংস্থাগুলোর সাথে। বাংলাদেশের বর্তমান সরকার সামাজিক সঙ্গতি বজায় রাখার অজুহাতে বইটির প্রকাশনা এবং বিতরণ নিষিদ্ধ করেছে। বইটির পিডিএফ এখানে পাবেন। বইটিতে "লেখকের কথা" শাখাটি পড়লে আমরা এখানে কোন পরিস্থিতিটার সাথে নিয়জিত আছি তার একটা পুরা চিত্র অনুধাবন করতে পারবেন।
উপরে উল্লেখিত উপন্যাসটি সঠিক গবেষণা এবং আইনি প্রক্রিয়ার জন্য ব্যবহার করা যাবে না যেহেতু ঘটনাগুলোতে নাম এবং স্থান পরিবর্তন করে সেটাকে কল্পকাহিনীর রূপ দেয়া হয়েছে। মহামারিটা সম্বন্ধে অবগত অধিকাংশ পাঠক (যাদের মধ্যে মাদ্রাসা ছাত্র এবং কিছু সামাজিকভাবে সচেতন মানুষ অন্যতম) এক মত হয়েছে যে বইটি সঠিক চিত্র তুলে ধরতে পেরেছে। তবে আমরা ব্যাপার এক ধাপ এগিয়ে নেয়ার সিদ্ধান্ত নিয়েছি। আমরা ১ জানুয়ারী ২০১৬ থেকে ৩১ ডিসেম্বর ২০২০ তারিখের মধ্যে যে সকল ঘটনা ঘটেছে বা ঘটবে তার একটা সম্পূর্ণ খণ্ড প্রকাশ করবো। এতে প্রয়োগ করা হবে নেট ভিত্তিক এবং ছাপানো সংবাদ অনুসন্ধান করা, যেখানে প্রয়োজন সেখানে পুলিশের সাথে যোগাযোগ করা, শিশু অধিকার নিয়ে কর্মরত বিভিন্ন প্রতিষ্ঠানের সাথে কাজ করা, বিভিন্ন আইনি সংস্থার দ্বারস্থ হওয়া, যেখানে সম্ভব যৌন ও শারীরিক অত্যাচারের শিকারদের সাথে কথা বলা এবং অভিভাবকদের সাথে কথা বলা। এখানে বলে রাখা প্রয়োজন যে বইটি লেখার আগে গবেষণা করার জন্য এই পন্থাগুলোই অবলম্বন করা হয়।
সম্পূর্ণ খন্ডের মধ্যে সঠিক তথ্য সম্বলিত সকল মাসিক এবং বার্ষিক প্রতিবেদন পাওয়া যাবে, অনেকটা অক্টোবর ২০২০ এর প্রতিবেদনের ওয়েব সংস্করণটির মতো। এটির বাংলা সংস্করণ পাবেন এখানে এবং ইংরেজি সংস্করণ পাবেন এখানে। সম্পূর্ণ খন্ডটির পিডিএফ-এ এই সময়ে প্রকাশ হওয়া সকল সংবাদের সংযুক্তি দেয়া থাকবে। কাগজের সংস্করণটিতে সংবাদ পত্রের নাম সহ সংশ্লিষ্ট ঘটনাবলির তারিখ এবং শিরোনাম উল্লেখ করা থাকবে।
সাইফুলকে এই লক্ষ্য সামনে রেখে তার ব্যক্তিগত এবং পেশাভিত্তিক জীবন বিসর্জন দিতে হবে, যেটা তিনি বই লেখার জন্য ইতিমধ্যেই করেছেন। তিনি নেট যোগাযোগ ও একটি ল্যাপটপকে সঙ্গ করে বাংলাদেশের একটি নির্জন ও নিরাপদ স্থানে অবস্থান করছেন এবং কিছু সমমনা মানুষদের সাহায্যে এই গবেষণা এবং নথিপত্র তৈরির কাজ সম্পন্ন করবেন। যেহেতু তিনি একটি নিয়মিত আয় থেকে বঞ্চিত হবেন, তার এখন প্রয়োজন আমাদের সহায়তার। আমি জানি যে আপনাদেরকে আপনাদের কার্ড সংগ্রহ করে এই প্রকল্পের জন্য সামান্য অনুদান দেয়ার জন্য অনুরোধ করার যথাযথ সময় এটা নয়। কিন্তু যে কোনো পরিমাণ পারবে সাইফুলকে শুধু ১ বছরের জন্য চালিয়ে যেতেই নয়, বরং এই কাজের জন্য যে কোনো ভ্রমণ এবং আনুষঙ্গিক খরচ বহন করতে।
আমাদেরকে বাংলাদেশের প্রায় এক তৃতীয়াংশ বাচ্চাদেরকে বাঁচাতে হবে, যারা যৌন, শারীরিক ও মানসিকভাবে ক্ষতিগ্রস্ত, সাংষ্কৃতিক প্রতিবন্ধীতে পরিণত হচ্ছে এবং যারা পালাক্রমে নবাগতদের উপর একই অপরাধ সংঘটিত করছে। এই ঘটনাগুলোর (যার অধিকাংশই লুকানো থাকে) একটি সর্বাঙ্গীণ নথিপত্র সঠিক ধাপ গ্রহণ করে এই ভয়াবহ বিপদ চিরতরে নির্মূল করার লক্ষ্যে একটি বিস্তৃত আন্দোলন গড়ে তুলতে কিছুটা সহায়তা করবে। খন্ডটি বাংলা এবং ইংরেজি উভয় ভাষাতেই ছাপা হবে এবং দুই ভাষারই পিডিএফ লভ্য করা হবে।
আমি, রিয়াজ ওসমানী, বর্তমানে লন্ডনে বাসরত একজন বাংলাদেশি ও বিলেতি নাগরিক। যদিও আমি তথ্যপ্রযুক্তিতে কর্মরত, আমি একই সাথে একজন নেট ভিত্তিক যৌন সংখ্যালঘু অধিকার কর্মী যে সামাজিক মাধ্যম এবং নেট যোগাযোগের আদলে বাংলাদেশের ভিতর তার মনোযোগ দিতে পেরেছে। আমি বাংলাদেশে বহু ছেলে ও কিছু মেয়ে সমকামী, রূপান্তরকামী প্রভৃতিদের মানসিক সহায়তা দিয়ে থাকি এবং অন্যদের সাহায্যে একটি সমর্থনসূচক গোত্র গড়ে তুলেছি।
যদিও সাইফুলের কাজ কোনোভাবেই যৌন সংখ্যালঘু সংক্রান্ত নয়, আমি এই প্রকল্পটিকে একটি বৃহত্তর মানবাধিকার কর্মের আঙ্গিকে দেখি। এই খন্ডটি প্রস্তুত করতে হবে সমাজকে, আইন প্রশাসনকে এবং সমগ্র দেশকে ঝাঁকিয়ে তোলার জন্য যেহেতু উপরে উল্লেখিত অপরাধগুলো অনাদিকাল পর্যন্ত নিষিদ্ধ বিষয় হিসেবে বিবেচিত হয়ে এসেছে। এই কঠিন সময়টাতে আমি আপনাদেরকে আপনাদের কার্ড ব্যবহার করার জন্য অনুনয় করছি যে কোনো ছোট অনুদান দিয়ে আমাদেরকে আমাদের আর্থিক লক্ষ্যমাত্রায় পৌছতে এবং খন্ডটি প্রকাশ করতে সহায়তা করতে। অনুদান দিতে না পারলে আমি কৃতজ্ঞ থাকবো যদি আপনারা তহবিল সংগ্রহ করার এই পাতাটি যত পারেন অন্য মানুষদের কাছে পৌছে দিন। যারা অনুদান দিচ্ছেন, তাদের বেলায়েও এই অনুরোধ রইলো। সাইফুল এবং আমার শুভকামনা রইলো এবং এক বছরের মধ্যে নথিপত্রটি আপনাদের সামনে উপস্থিত করার প্রতিজ্ঞা করছি। দিনটি হবে ৮ নভেম্বর ২০২১।
