Catalyst Capital Partners, a Charlotte-based multi-family real estate development and brokerage company, has re-submitted a new conditional use application to the Buncombe County Board of Adjustment to build on the property at 20 S. Bear Creek Rd.

This still would be the largest apartment development in all of WNC. As proposed, it is still 3x larger than a typical large WNC multi-family development. The entrance is not located on a main transportation corridor. It has no pedestrian infrastructure into or out of the development. It will create congested and unsafe conditions for existing residential neighbors. It is located in

The plan now includes 660 residential units with approximately 1064 parking spaces. It would be built on a 55 acre tract of undeveloped land with the majority of the build-out happening in Phase I starting Spring 2021. This undeveloped land is currently covered in mature hardwood tree canopy and is located along the critically impaired Hominy Creek waterway and floodplain. It is surrounded on three sides by the City of Asheville but is not within the City limits. It is zoned PS for Public Service. The developers require a Conditional Use permit from the Buncombe County Board of Adjustment. That is the only oversight they are subject to according to the current zoning ordinance. This largest apartment development in all of WNC did not go before the Planning Board and will not be voted on by the County Commissioners. 

Our concerns about this proposed development are numerous and far-reaching . We need help raising money for legal and professional fees associated with opposing this project.
