Help save my Dobermans life

Please help my pet ! My Dog skywalker is a beautiful blue Doberman he was hit by a car on Texas st. If you are familiar with Texas street it's extremely  busy street in San Diego Ca within a residential neighborhood.
Drivers are constantly speeding on this street so please be aware that Texas st dose turn into a residential neighborhood at the top of the hill if you do happen to drive on this st please be on the look out for children & pets .The speed limit  on Texas street  San Diego 92126 is 25mph but most drivers average 35-50 mph . Many neighbors pets & even children have been hit or killed on this street that's not including all the car accidents that happen very offten.
I'm in utter shock the City of San Diego has done nothing to help slow down drivers on my st. Maybe about Once every three months police will give tickets & do speed checks but this is not enough to slow drivers down. There needs to be a flashing sign some speed bumps something to stop drivers from going so fast. It can sometimes take 5-or more min just to back out of my driveway. The vets original estimate around 6k for the surgery not including aftercare which could be very expensive and easily add up to 10k. The surgery would give my pet a  50-50 chance for him to live depending on how bad it really was but could not be determined without surgery.  Thankfully sky's  blather was not herniated but there could still be some complications .He has A huge hematoma filling with lots of blood that must be drained plus the vet recomend an ultra sound to ensure there are no tears that could effect any vital organs. I Don't even know if it's possible to raise the money we need to ensure his safety but we are now only around 5k. With enough shares on social media and donation's skywalker maybe able to live a happy normal puppies life with fun & joy. Unfortunately I was not approved for a payment plan and really need any help you can offer even 50 cents with enough people can go a long way.  Please Help if your an animal lover & understand pets, dogs especially have strong connections to family and friends he's  become my best friend   every single penny helps & is greatly appreciated.
