The number of nurse-midwives in Kansas has decreased in recent years due to barriers which keep them from practicing to the full extent of their education and training. Approximately 70 % of Kansas counties DO NOT have a maternal child health provider like a midwife or OB/GYN.
The Kansas Affiliate of the American College of Nurse-Midwives (ACNM), which represents Kansas nurse-midwives, supports the introduction of legislation in 2019 that aims to replace some of the outdated Kansas statutes. The main goal of the legislation is to remove the requirement for a physician signed collaborative practice agreement and written protocols for Advanced Practice Registered Nurses (APRNs). We need your donations to hire a lobbying firm to represent us so that all women have the choice to have a midwife. Passage of this bill would also allow APRNs including midwives to work in rural areas of Kansas increasing overall access to health care. Thank you for your support!
The KS Affiliate ACNM is part of a coalition of APRNs advocating for advanced practice nursing in KS. The Kansas Advanced Practice Nurses Association (KAPN) represents all four APRN roles in KS, including nurse-midwives. The KS Affiliate ACNM is donating to the KAPN lobbying efforts and is asking our supporters to also donate. This is the first time KAPN will introduce legislation that impacts all KS APRNs. Through this combined effort and increased numbers of supporters we expect to have a successful legislative campaign.
While an Independent Practice of Midwifery Act KSA 65-28b was passed in 2016. The KS Affiliate ACNM has never supported this act. Dual licensing by the KS Board of Healing Arts and KS Board of Nursing creates confusion regarding the disciplining and regulation of nurse-midwives. The act also excludes women’s health care from nurse-midwife practice. The regulations approved by the Board of Healing Arts in December 2017 do no meet national standards for the practice of nurse-midwifery as established by the ACNM. The regulations were not approved by the Kansas Board of Nursing in March 2018 as required by the act. Legislation introduced in 2019 will repeal the Independent Practice of Midwifery Act.
