CHOOSE1 is a Grassroots organization that was formed to represent the families of incarcerated men and women who have been sentenced unfairly. On October 23, 2015, CHOOSE1 submitted an amended initiative to the attorney general Kamala Harris entitled THE THREE STRIKES REFORM ACT OF 2016 (#15-0084).
WHAT THIS INITIATIVE WOULD ACCOMPLISH
The Three Strikes Reform Act would, if passed, accomplish the following:
1. Establish that felonies committed prior to the enactment of proposition 184 on March 7, 1994 may not qualify as strikes. (P.C. 667; 1170.12; 1170.127)
2. Eliminates criminal threats off the serious list. (P.C. 1192.7)
3. Add Section 7599.3, 7599.4 and 7599.5 of the Government Code to allocate saved funds from this initiative to the following recipients:
1) 25% has been allocated for high poverty middle schools & high schools.
2) 25% to community colleges to offset tuition,
3) 25% to Universities of California to offset tuition. and
4) 25% to prisons rehabilitation programs.
