Help my old friend

This is one of my oldest friends, Walt Benziger.  He is 75 years old.  He has had many jobs in his life, but unfortunately, none of them had pensions or retirement plans.  Walt is a veteran and gets health care through the V.A. but living on just Social Security puts him well below the poverty line.  He sold his pickup truck because he couldn't afford to insure and maintain it.  Walt's dream is to own a Radburro, a powerful, three wheel electric cart.  This cart would provide him with inexpensive transportation and he could also use it to start a small business that would supplement his income.
    Walt lives in Dunsmuir, a small historic railroad town in (far)northern California.  Dunsmuir gets a lot of tourists and Walt feels that he could offer them quiet, eco-friendly tours of the area.  He could do 2 person trips to the City Park and botanical gardens, areas for bird watching and to fishing holes along the Sacramento River.  He could take guests to the many scenic and historic sites and to the town's shops and restaurants.  There are many senior citizens in Dunsmuir and he may be able to help with some of their transportation needs.
      Walt has talked with many Dunsmuir residents about his "Quiet Tour" business and all seemed to agree that this was a service that was needed and that would be good for the town.
