my dads renewal for resident card

This my dad Mario,  he’s a loving father of 4 children and 4 grandchildren, He is a cancer survivor and a liver transplant recipient. Ever since then he’s been on disability and unable to work for over a decade . Now the time has come to renew his residency for 2021, and unfortunately we have no money. We have lost jobs due to the pandemic and the renewal process is very costly .
