Australian Veterans Retreat 2019 Phase 1 Development Plan

General. The Australian Veterans Retreat is a project engaging Australian veterans in the development of a multi-purpose facility on the central southern coast of Timor-Leste. The retreat is a collaboration between Australian and Timorese veterans, strengthening people to people relations, fighting poverty and contributing to the development of economic development and peace. Australian veterans will contribute through volunteer work on Timor Awakening Programs and individually to help develop the facility to renew and revitalise their health and well-being. The works outlined in phase 1 have a completion goal of September 2019, for the Veterans English Language Institute to be opened as part of official 20th Anniversary commemorations of INTERFET.
Background. On 17 September 2019 the Patron of Boaventura University, Falintil Commander Riak Leman, presented 5 Hectares of the land of the University to the Australian Veterans of Timor Awakening / Veterans Care. Commander Riak Leman suggested the land could be used to develop our friendship, contribute to peace and support future generations. Commander Riak Leman asked if Australian Veterans would consider the development of an English Language Institute to support the poor youth and students of Boaventura University.

Key Activities for Phase 1 of Riak Retreat
1. Completion of outstanding minor works on Boaventura University. Prior to the Riak retreat project embarking on new works, the priority is to assist with the completion of minor works at the University that are required and provide key capability to staff and students, such as:
a. Completion of the Staff Accommodation building. This is a basic 4 room building for staff from rural areas to stay while teaching at the University. The current structure was built with support of the Engineering student labour and a USD$5,500 input from Timorese Veterans for materials. It is a besser brick building with slab concrete foundation and corrugated iron roof. It is currently being used for accommodation, though not complete. Priority for completion is tiling the floor, connecting the building to proper wiring, rendering walls inside and out, painting, interior roof paneling and painting. Priority for this building is to provide a safer, cleaner and more comfortable place for staff to stay.
b. Completion and sanitizing conditions for the School Kitchen. As outlined below.
c. Minor maintenance works on BU buildings. As outlined below.
2. English Language Institute. An English training facility will be developed to teach English language skills for youth from rural areas. The initial building will be an approximately 15m, 3 room building with a major multi-function classroom and a split room for office and logistics.

3. Development of minor landscaping works and gateway to Riak retreat. Including a road that leads to the site of the English Language Institute and to the rear of the property where future works can be developed for the Riak Retreat. Clearing of overgrown ground shrubs and trees will be done for the land to be utilised for community food gardens, car parking, student lunch and study area and future development.

Schedule of Payment
Phase 1 construction is centred around preparing as many resources as outlined above ready and in location at the Boaventura university /Riak Retreat site for the arrival of the Timor Awakening 9 program.
Payment 1 – US $5000 (AUD$7311.00), provided to Commander Riak Leman and receipted by Commander Riak Leman and Ms Ines Almeida. Contribution by Timor Awakening 9 program to support purchase of materials and preparation of welcoming ceremony and feast.

Payment 2 – US$12,048.40 (AUD$18,200.00) – to be paid via direct transfer via Association of Friendship between Veterans and Combatants of Timor-Leste and Australia. In combination with the funds above, the maximum amount of raw materials and tools as possible will be purchased and prepared prior to the arrival of TA9 for the 2 day community volunteer working bee.
A general and financial report will be prepared at the completion of Phase 1 of Riak retreat.

Conclusion. The Riak retreat project is an opportunity for the participants and donors to benefit from the satisfaction of contributing to a community grass roots project that is proving a significant outcome in the lives of hundreds of young disadvantaged Timorese from poor rural families. Given the materials are purchased by one of the most respected men in Timorese society and the most revered man in the Same District, they are purchase at cost price and the logistics to get them to site is zero with in-kind logistic support. The vast majority of coordination and labour is being done through volunteering, the exception being low cost Timorese builder and tradesman as required. The success of the University to date and likelihood of its enduring success is the wide-ranging community support it has received to ensure its success. The funds provided for Phase 1 will be supplemented by in kind support and volunteer labour from the Australian Defence Cooperation Program, The Timorese Defence Force and the Australian Embassy. The funds provided in May/June 2019 will work to achieve as much as possible as outlined in the works plan above. Deficiencies in works, and the outfitting of the English language school, will be identified for fundraising and external stakeholder in kind support.
