Homeless garage utility theft!

Single mom has her garage broken into and homeless people living in there for months without her knowledge and when she did find out the police said they couldn't do anything about it!  Really?!  Please help her utility bills have skyrocketed for the last couple of months because of these homeless people living and using her electricity.  She went to talk to SDGE, not understanding why the bills were so high! Now they are threatening to shut her utilies off!!!! 
She is such a good person and really trying her best with a little 2 year old.   I feel very bad for her!
