Help the William's family with their house

If you are able, please consider helping out this family. Steven Ramus and Brian Williams we're deployed together in Iraq '08, and we're also roommates in Norfolk. Brian is a retired Marine, married, and raising his family in Danville, VA. Their house is unlivable as a result of flooding that occurred prior to, and during Hurricane Michael. Their basement completely flooded, up to the first floor. Even though the water is gone, the house is so saturated that the walls are still dripping water...even on the second floor. They now have grass growing in the basement. There is pipe under their foundation that broke, and is STILL draining water. It is a city pipe, but the City of Danville is saying that it is not. For various reasons, insurance is not able to provide coverage for the damages (Brian, elaborate if you wish). The entire house has to be stripped...down to the bones. It makes me sick even thinking about it. I assure you, they are an honest family, and this is NO scam. They are hard-working people that bought a beautiful, 1940's home, near Averett University, and put in a lot of blood, sweat, and tears in renovating, and making it their own. They have 2 children, and desperately want to be able to return to their home. In addition to all of their belongings, Brian lost ALL of his Marine Corps certificates, awards, etc)! If you are able to help, PLEASE do. I know I have some Averett/ Danville peeps on here...if any of you have, or know of additional resources, or contractors that can help, please let me know! Up until this week, they have not had any help.
