Pedros' Medical Treatment

Unfortunately, Brews owners turned out to be scammers in search of money. After I raised the money for Brews skin treatment, I was left with $400 needing to go towards some kind of sick dog, so the search began.
After one week, I came across a chihuahua named Pedro, (typical...I know) and I heard his story.
After posting an ad on kijiji looking for sick dogs in need of a home, Pedros' owners messaged me saying they need Pedro gone "instantly". Pedro is a 6-year-old chihuahua who was raised in a shelter throughout his entire life. He moved to one home where he was supposedly abused, then transferred to another home, where he was kept in a cage for over 16 hours a day. They wanted $100 for Pedro, saying they can't let him go for free, and told me he was "perfectly healthy" and has a "bit of a breathing problem" they also told me, that Pedro was very "timid and shy" and "liked to say in the cage the entire day and do nothing". I told them I was only interested in sick dogs, (since I had to donate the money raised towards him) and I was not interested in Pedro, especially with the $100. A couple days later, she messaged me saying, she will give him for $50 and she just needs him gone right now. So, I picked him up, expecting him to be pretty healthy, thinking i only had to take him to the vet to check his breathing problem. Upon picking Pedro up from his owners, I realized that Pedro had stage 4 dental problems. For those of you who do not know what that is, here is a picture.
Pedro has probably only 5 teeth remaining, with severely bad breath, red gums and had problems chewing hard food. He is also overweight, since they only kept him in a cage the entire day, and smelt very bad. Once I picked him up I also realized he was severely terrified of people. Getting my hand ready to pet him caused him to fall in fear and shut his eyes. Walking beside him also caused him to fall to the floor and shut his eyes, which signified that Pedro did in fact probably experience mild abuse within his 2 previous homes. Another problem I found with Pedro, was his breathing caused fluids to come out of his nose and it sounded like he had fluids in his lungs. After taking him to the vet that same day I picked him up, the veterinarian told me that Pedros' teeth conditions was so bad, that the infection travelled through to his nasal cavities causing him to have the infection give him problems to breathe. He snores, he sneezes several times within one minute, and he consistently has what appears to be as "snot" coming out of his nose almost all the time. He also had problems sleeping at night due to his breathing problems (I'll record a video and post it very soon). Another problem with Pedro, is that he is not neutered. What's significant about this, is that dogs over a certain age have a higher chance of developing testicular cancer and prostate problems (to read more, click this link. http://www.aspca.org/pet-care/general-pet-care/spayneuter-your-pet). Together the dental surgery and the neuter costs $2000, but thankfully my (amazing) vet (@drcliffworldwidevet) will give me 50% off on the surgery and I need to raise only $1000. Pedro has a lot of life in him, and loves to take walks. Unfortunately, if he does not get the surgeries done, his lifespan can shorten significantly and can cause him to develop several diseases.
After bringing Pedro home, other than the fact he was terrified of people, HE LOVED to walk around with my two other dogs and even tried to play with them. He also enjoyed running to his bed to sleep. Pedro is timid and shy, but he definitely does not enjoy staying in a cage the entire day!
