Like many others, I received a citation and, when I tried to assert my legal right to an ability-to-pay determination based on my low-income status, I was met with administrative confusion and a lack of published, clear rules. This made the process impossible. In essence, the system used its own lack of transparency to deny me the basic due process I was owed. This experience cost me financially, but more importantly, it showed me that in Tulare County, justice is often reserved only for those who can afford to navigate the hidden legal bureaucracy. I cannot let this continue.
