Resolving debt/Gaining a home.

As a social worker I see some interesting injustices.  

I have a friend who at the age of 16 was stricken with some serious health issues, the consequential surgeries forever changed the outcome of her life and left her  on disability.  Her income is less than $700 a month and for years she has been able to make this income work for her like a scientist measuring ingredients.  At her last rental the property management company extracted rent when they had no right to do so, which left a fragile banking account in errors and consequently impacted her ability to pay her utilities.  As you might imagine, once she got behind, she only continued to get further behind.  She attempted to  recoup what was wrongfully taken only to find that the rental company is no longer in existence.  Getting her financial life back in order has been a challenge and for practical purposes, she is homeless.   Believe it or not, this is not the real crisis.  

She has been able to secure a county voucher for housing which would free up her income to pay for things like food, etc.  In Salt Lake County it takes years to get subsidized housing and her name has finally come up.  To utilize this voucher her accounts with utilities need to be current.  She has not been able to get these bills satisfied and was sent to collections which then adds significant fees, almost doubling the amounts owed.  At this point, between her past due bills and fees she now needs $2600 in order to satisfy past debts with her utilities.  Her voucher is useless unless she can satisfy these past debts.   

I've know this woman for 7 years, she is disciplined and frankly I admire what she has endured and how she has made her life work up to this point.  The housing voucher is a gift from heaven, but if she is unable to satisfy the debt she will loose the voucher and access to low income housing.  If we could raise her past due bills, she will be current with utilities, able to secure housing and move on with her life.    HELP!
