Polluter Pay Federation

We are the Steering Committee of the Polluter Pay Federation (in formation as a non-profit corporation).  We are members of the Alberta Liability Disclosure Project Coalition.

If and when  energy companies in Alberta do not cover the cost of their various obligations as required by law, the related costs ultimately fall to the taxpayer.  End of life obligation liabilities, particularly but not limited to oil and gas well and related facilities, will bury the taxpayer unless there is a return to the rule of law in Alberta (and other provinces).  Increasingly in Alberta oil and gas companies are refusing to pay their property taxes as well as compensation to be paid to landowners on an ongoing basis - whereby the taxpayer is increasingly covering the costs of the sins of industry contrary to Alberta law.

A Countervailing Lobby:  Industry has a massive lobby.  Lobby efforts have been successful in improperly circumventing strict Alberta (and other provincial) laws that require the polluter or potential polluter to pay (as opposed to any person that hosts and energy activity on their land or the taxpayer at large).  In Alberta, anarchy truly prevails related to upstream oil and gas decision making.  The Polluter Pay Federation will protect taxpayers, property rights, and point the way to a return to the rule of law.


Launch Event and Incorporation Costs:  Funds to be raised are required to cover the costs of an internet televised launch of the Polluter Pay Federation, incorporation of the non-profit company, an initial membership drive, and the first Annual General Meeting to elect the board of directors for the newly formed Polluter Pay Federation.  Funds are required immediately because the Steering Committee and other volunteers have covered significant costs to date.

Benefit to all Taxpayers:  The primary benefactors of the services that the Polluter Pay Federation will provide to landowners and landowner groups are the Canadian taxpayer at large, particularly Alberta taxpayers.  Host landowners alone can force energy companies (the polluter or potential polluter) to pay as required by law. 

Kick Start the New Energy Economy:  Other benefits are new job and business creation opportunities galore.  If the company does not pay the landowner or municipality when required to do so, forced decommissioning of the energy activity (well etc.) is required by law.  Ridding the land of inactive energy activities will reinvigorate the sluggish Alberta economy:  The New Economy in decommissioning hundreds of thousands of energy activities and related sites is significant and multi-faceted.

Orphan Wells and Other Associated Liabilities:  Many Canadians are partially aware of Alberta's so-called "orphan well" problems.  The potential liability to taxpayers is between $40 and $70 Billion, but this is only a fraction of the total energy liabilities that have been allowed to grow by way of law circumvention.


By helping fund the efforts of the Temporary Steering Committee, contributors will be making the best small investment in their future and that of Alberta and Canada they could possibly make.  The Polluter Pay Federation will in future ensure that the polluter alone pays - not host landowners who are indemnified by law, and not the taxpayer who will ultimately be held responsible in the future if the massive problem is not corrected now.  Funding will bring the future forward and ensure that Albertans actually have a future.
