P. C.'s house repair/rehabilitation

I am leaving some of the information herein vague, so as to try allow people some privacy. Also, I do not want to cast a bad light on anyone. I cannot and will not speak as to how these circumstances occurred. I am only here to provide support and assistance to the occupants. I will note that the people who live here are renting. I will provide additional info privately to anyone who asks. I will not receive any remuneration or reimbursement for this, and so far have been using my own resources, but the scope of the work has surpassed anything I can do financially in a reasonable amount of time.

This is a household of nine people living in Manderson SD. Manderson S.D. is noted by Wikipedia as one of the most economically depressed areas in the country. It came to my attention through a Facebook friend. I traveled here from Nevada to visit, and this is what I encountered. Initially, I thought I was coming to assist a friend with some minor repairs, but the problems came into full view when I arrived. The house has been without running water for approximately one year, prior to that I am told, and so believe, that there was only running water to one bathroom sink. Eventually, the water was turned off entirely due to a burst PEX water line under the house. It is my belief that workers refused to enter the crawl space under the house, to conduct repairs, due to the conditions. This issue has been remedied, by thoroughly sweeping the area out and removing the debris. The piping under the house remains to be repaired or replaced.

Due to South Dakota's building and licensing laws, I am unwilling to work on the HVAC, Plumbing (other than replacement of fixtures, sinks, WC's, etc.) or electrical at this time. These items will have to be accomplished by the Owner's maintenance dept or a licensed contractor, unless I receive other direction from the Owner.

The current intended use for any funds received is to provide community helpers with appropriate PPE such as gloves, dust masks, disposable tyvek suits, plastic sheeting to close off work areas and the like; miscellaneous items such as screws, drywall mud, tape etc. I am hoping that the Owner will assist with things like doors, fixtures, stock drywall and the like.

I should point out that as things stand right now, the residents are going to be occupying the house during the work. This may change but I cannot take anything for granted. Therefore, one use of funds received could be for an outdoor construction toilet with weekly service.

I am going to be posting additional info as time and high speed data permits, I am currently out of data for the month. Thank you for your consideration.
