Help Ms. B (93 years old) get an HVAC system

Ms. B is a 93 year widow living on social security. Both of her HVAC units are not working - one is completely dead and the other one is on life support, working at about 30%. When her husband passed away, his will entitled her to live in the home until she passed and then her stepson would take possession of the house (I believe it’s called Life Estate). She doesn’t have the money to have them replaced and the stepson has refused to help pay. Thank you for any help you can provide.
