Help me reunite with my family.

Separated by the military, for years, getting extorted by the Philippines, denied sons exit Apr4, needs ECC ( Exit Clearance Certificate) cost $50 but paid $200 for all the processing fees, missed flights, tickets are non-refundable and royal screwed!!!! Don't know what to do any more
