Help Find Jane Doe's Identity

She was found on an embankment off I-270 Southbound on July 31, 1991, in Frederick, Maryland. The media and police made numerous attempts for someone to come forward with her identify. She was possibly as young as 15 years old. To date, no one has come forward with her identity.
